How to apply for City Hall Scholarship for a gifted child

The Decree on granting scholarships from the mayor's office to young people who show special success in studies and sciences has been in force in Novosibirsk since October 1, 2015. Detailed instructions on how to get it are in the Novosibirsk News article.

Who are City Hall Fellows? These are young students - graduate students and full-time students of universities and vocational schools, as well as family students.

What is the City Hall scholarship for? For achievements in education, scientific and creative activities.

Why? To make these classes for undergraduate and graduate students even more attractive and to support young people in their good endeavors.

Novosibirsk News has prepared detailed instructions for heads of higher and professional education organizations wishing to reward their outstanding graduate students and students.

1. Identify a candidate for City Hall Scholarship

Postgraduate scholarships

Candidates from among postgraduate students for City Hall scholarships from the second year of study are nominated by academic councils of universities. No more than one such scholarship is entitled to one educational organization. So in this case, the choice of an applicant for a scholarship should be approached thoughtfully and as carefully as possible.

Mayor Lokot distributed scholarships to students of Novosibirsk

So, our graduate student is actively engaged in research activities. The subject of his dissertation is closely related to the solution of the economic and social problems of Novosibirsk and innovative developments in the field of science.

Scholarships for students

Students and cadets of universities are also nominated by academic councils of educational institutions for scholarships from the mayor's office. But there are already noticeably more such scholarships - one per faculty. But the students of vocational schools are the same - one per educational organization.

A student of a higher educational institution who should be nominated as a candidate for a City Hall scholarship is studying with "good" and "excellent". In the process of mastering the future specialty, he is engaged in scientific and technical, innovative and any other creative activity. Such a scholarship can be awarded from the third year of study.

And students of vocational schools can apply for a City Hall scholarship from the second year of study. In relation to them, attention is also paid to outstanding achievements in the field of music, visual arts and choreography.

Scholarships for student families

City Hall scholarships can also be received by student families. But this is only on condition that the creation of a family and the birth of a child are not their only merit. At the same time, young people should also be engaged in scientific, creative or innovative activities. Of course, being in a registered marriage and having one or more children is also a prerequisite.

City Hall scholarships for student families are awarded to full-time students under the age of 30, starting from the second year of study. One scholarship is issued per educational institution. At the same time, one of the spouses becomes a scholarship holder in a student family.

Well, we should not forget that potential scholarship holders - graduate students and students - must study full-time, and an educational organization, whether it be a university or a vocational educational institution, must have state accreditation of educational activities.

2. Prepare the necessary documents

Before submitting a graduate student who will apply for a City Hall scholarship, it is necessary to collect the required documents for this. They will need to be attached to the submission.

First, you will need a copy of the candidate's identity document . Secondly - an extract from the decision of the academic council of the university on the nomination of a graduate student for a scholarship. Then, for the candidate, you need to write testimonial , which will be signed by the head of the educational organization.

The candidate himself must already at this stage draw up an application for transferring the scholarship to the current account , indicate the bank details in it, and also write consent to the processing and storage of their personal data .

All the same documents will be needed to apply for a scholarship from the mayor's office and a student. In addition to them, you will need a document that contains information about the progress of the candidate .

Family students need to attach certificates from the place of study of each of the spouses to confirm full-time education and, of course, copies of marriage certificates and the birth of a child .

3. Gather information about a candidate for City Hall Scholarship

What does the department of culture, sports and youth policy of the mayor's office need to know about a graduate student who is nominated for a scholarship from the mayor's office?

First of all, what faculty and course does he study at, and what is the topic of his dissertation work. It is also necessary to confirm that this work is recognized at international, all-Russian, regional and interuniversity conferences, competitions, exhibitions and olympiads. If the candidate acted as an author or co-author in the creation of intellectual property objects, any scientific publications (articles, abstracts and reports), or participated in scientific and technical programs and research work, please indicate this as well.

When submitting a student for a scholarship from the mayor's office, you need to list term papers and abstracts with confirmation of their recognition at international, all-Russian, regional and interuniversity conferences, competitions, exhibitions and olympiads. Confirm that the candidate is a laureate or diploma winner of international, all-Russian, interregional, regional competitions and festivals. Also, as in the case of graduate students, you need to indicate scientific publications, as well as confirm participation in scientific and technical programs and research projects.

If it turns out that the candidate does not meet the criteria put forward, then this will serve as a basis for refusing to award a scholarship.

Photo: Mikhail Perikov, nsknews.info

4. Submit the candidate's submission

to the mayor's office

The submission of a candidate for a scholarship must be sent to the Department of Culture, Sports and Youth Policy of the Novosibirsk City Hall before September 20.

It must be signed by the head of the educational organization and contain information about the candidate (see above).

If the necessary information and required documents are not provided, or they turn out to be unreliable, then the scholarship may be refused. The department will immediately report this to the educational institution and explain what the matter is.

If the verification of documents shows that they are all in order, they will be considered and, if the decision is positive, a scholarship will be awarded, about which a corresponding decision will be issued. This happens annually until November 30th.

5. Inform the applicant about the award of a well-deserved scholarship and congratulate him on his success

Outstanding young people who are awarded scholarships are awarded the title of "Scholarship of the Novosibirsk City Hall", and family - "Student Family - Scholarship of the Mayor's Office", and issue a certificate confirming the specified title for the period of payment of the scholarship. This period is one academic year. The scholarship is paid from the city budget from October 1 to September 30, and its amount is set annually by a resolution of the mayor's office.

The assignment of the title and presentation of certificates, as a rule, takes place at a solemn ceremony, which is organized by the Department of Culture, Sports and Youth Policy of the City Hall.

The Youth Center "Pioneer" is responsible for the payment of scholarships. They are paid once a month from the 17th to the 19th. Since scholarships are awarded annually at the end of November, the October, November and December payments are made all at once in December of the current year. The money is transferred to the recipients' bank accounts in addition to the state scholarship.

At the same time, academic leave for pregnancy and childbirth or childcare will not be considered a basis for terminating the payment of a scholarship.

However, they can still stop paying the City Hall scholarship to a graduate student ahead of schedule. This will happen in the next month after he (in a family case, one of the spouses) is expelled, transferred, or he himself stops or finishes studying full-time. The university will report this to the department within seven days from the moment a reason arises to stop paying the scholarship.

Students who receive a City Hall scholarship can easily lose it. You don't even need to stop studying for this. It’s enough just to slip into “triples” in the first academic semester.
